In 2005, the United States led the world's richest countries to take an unprecedented step: 100% debt cancellation for 21 poor countries. For the millions of residents of these countries, debt cancellation has led to changes such as the elimination of fees for elementary school and basic health services, the hiring of additional teachers and doctors, and greater access to clean water. However, millions of people live in other impoverished countries that also need debt cancellation. The Jubilee Act would build on the 2005 debt cancellation success and expand it to an additional 46 countries, affecting the lives of millions living in poverty. You have an opportunity to bring us closer to a world free of poverty, a world in which every family has access to education, clean water and health care. Debt cancellation for poor countries is one of the keys to making this vision a reality, but your leadership is sorely needed.

The Jubilee Act of 2007 (H.R. 2634/S. 2166) would cancel the international debts of 46 impoverished countries and promote more responsible lending by multi-lateral institutions. U.S. leadership has already resulted in 100% debt cancellation for 21 poor countries. The Jubilee Act would bring us a huge step further in the global effort to make poverty history.

Many countries are forced to spend millions of dollars to pay off decades-old debts or simply keep up with the interest on these debts. Some end up spending six times as much on debt service as they do on health care and education combined. Providing 100% debt cancellation would allow poor countries to focus on lifting themselves out of poverty and free up urgently needed resources for health care, education, and other basic services.

Now is the time to achieve a historic breakthrough in breaking the chains of debt. The world cannot afford to miss this opportunity.
